Catherine Lou Palmer passed away peacefully on September 8, 2020 from natural causes. “Cathy” or “Lou” as she was known by friends and family was born March 16, 1936 in Portland, OR to Leonard H. Ballif and Jeanetta U. Grow Ballif. She considered herself a lifelong Oregonian, however spent her retirement years living in North Bonneville, WA. There she was surrounded by friends and family and her husband of nearly 60 years, Edward W. Palmer.

Catherine attended Grant High School in Portland, Oregon, graduating in 1954. She then attended Brigham Young University in Provo, Utah, graduating with a degree in Sociology in 1959. After graduation, Catherine worked in both LA County, California and Wrangell, Alaska in the fields of Probation, Parole & Corrections and even did a stint as a schoolteacher. Her main profession was as a Juvenile Counselor for the Washington County Juvenile Department in Hillsboro, Oregon. She loved her clients and helped many young people and their families. She counseled for nearly 30 years, retiring in 1992. Catherine still kept in touch with some of the clients she had worked with.

Catherine was a Christian and in her own words “accepted Jesus Christ, honored & adored Him and His Biblical Life”. She attended Hamilton Creek Christian Community Center and later North Bonneville Community Church, quietly serving in the food ministry for 10 years. Catherine was preceded in death by her parents; and siblings Leonard H. Ballif Jr. and Rae Ballif Gross. She is survived by her loving husband Edward W.
